OLYMPIA, Wash — A three-time convicted killer who was scheduled to be released this week is now staying in prison, and in an exclusive TV interview with KING 5 Tuesday, the victims’ daughter shared her reaction.
“We’re beyond thankful that Governor Ferguson looked at the entirety of the file,” said the daughter Kelly Dowell Tarp.
