SEATTLE — A coalition of neighbors accused the City of Seattle Wednesday of failing to stop what they described as rampant public masturbation, indecent exposure and criminal behavior at Denny Blaine Park.
The group called Denny Blaine Park for All said it filed a lawsuit because neighbors said they have repeatedly witnessed and documented men on video masturbating in broad daylight.
