Clallam County inmates ‘micro-dosing’ to get sober

The program is helping lower the county’s overall overdose rate.

PORT ANGELES, Wash. — At 37 years old, Roman Penn has been arrested more times than he can remember.

He’s currently at the Clallam County jail on a slew of charges that all have one common denominator.

“Drugs,” he said. “When I am not using drugs, I’m living a normal life. I’m a contributing member of society. I don’t break the law. When I’m on drugs, I break the law, for sure.”

At least 85% of the inmates at the Clallam County jail are addicted to some sort of substance.
