MEMPHIS, Tenn. (AP) — The U.S. Justice Department said Thursday that it could sue to require reforms at Memphis’ police department if the city won’t willingly agree to changes, after a federal investigation found that Memphis’ officers routinely use unwarranted force and disproportionately target Black people.
The investigation, launched after the fatal beating of Tyre Nichols, determined that police in Tennessee’s second-largest city have violated citizens’ constitutional rights and civil rights, Assistant U.S. Attorney General Kristen Clarke said at a news conference outlining the findings of the investigation, which she called “comprehensive and exhaustive.”
Clarke mentioned the option of filing a lawsuit, but also said the Justice Department hopes the city
